Organizational Setting and Reporting

The United Nations Human Settlements Programme, UNHabitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located in the Urban Planning and Design Branch (UPDB), Climate Change Planning Unit (CCPU) of UN-Habitat's Nairobi Headquarters. The Programme Management Officer directly reports to the Leader, Climate Change Planning Unit. The focus of the job is the development, implementation and monitoring of programmes, operations and other activities in the field of urban climate change.

Responsibilities

Under the direct supervision of the Unit Leader, Climate Change Planning Unit, the incumbent will manage delegated Programmes and Projects of the Climate Change Planning Unit and coordinate the implementation of the work plan outputs and activities within the defined delivery areas; will promote and update UN-Habitat products and services on Climate Change; mobilize resources; help to coordinate UN-Habitat's cross cutting climate strategy; create linkages with other UN-Habitat Units, Branches and Regional Offices, other UN System Organizations and other partners with regard to the above substantive areas of work, and within authority delegated by the Unit Leader, Climate Change Planning Unit.

1. Technical Support and development of products and services on cities and climate change by:

  • Providing support in the design and development of partnership instruments for the Climate Change Planning Unit and related projects, including drafting of memoranda of understanding and cooperation agreements.

  • Supporting the planning and implementation of networking activities, expert group meetings, and seminars and prepare issue papers required for workshops and meetings.

  • Supporting the development of national and local level action plans for mainstreaming climate change mitigation and adaptation.

  • Providing necessary technical inputs to the project team to develop stakeholder analysis tools; country and city level situational assessment tools; governance assessment tools for the partner countries.

  • Providing necessary technical inputs towards the design and implementation of demonstration projects on mitigation and adaptation to climate change, and on Air Quality improvements.

  • Providing the required technical support towards the design and development of advocacy materials and activities in the selected countries and cities.

  • Undertaking missions as directed in support of networking and operational activities including backstopping and representation in meetings.

2. Management of the Climate Change Programmes and Projects and coordination of delivering for all activities within the delegated delivery areas:

  • Supporting establishment and maintenance of a comprehensive substantive and financial reporting and monitoring system for the logical framework for the climate change related activities of UN-Habitat.

  • Providing inputs to annual and biannual sub-programme work plans, according to existing budget.

  • Planning adequate delivery mechanisms according to available staffing and budget.

  • Supervising and guiding delivery of delegated programmes and projects.

  • Ensuring timely and accurate reporting.

3. Resource mobilization on cities and climate change:

  • Backstopping Regional and National projects and activities on cities and climate change.

  • Coordinating implementation of GC Resolutions on areas articulated to the Unit and Branch Mandate.

  • Supporting the development of new initiatives including the mobilization of additional resources.

  • Pursuing accreditation to and fundraising from major global climate change funds.

  • Supporting preparation and promotion of project concepts and proposals to donors.

4. Promote synergy with other UPDB units, UN-Habitat Branches and Regional Offices and UN System organisations:

  • Engaging with United Nations processes related to climate change, including the Paris Agreement, the Conference of Parties and related structures of the United Nations Framework Convention on Climate Change (UNFCCC); the Intergovernmental Panel on Climate Change and its working groups; the follow up of the Secretary General's Climate Change Summit.

  • Promoting collaboration with UNEP in the field of urban environment based on the principles of comparative advantage and synergy.

  • Liaising with the Habitat Programme Managers (HPMs), Habitat Regional Offices, other UN entities and other key partners to ensure synergy and coordination of activities with the 'One UN' and UNDAF country level assistance frameworks.

Education

  • Advanced university degree (Master's degree or equivalent) in urban and regional planning, environmental sciences relevant to development and management of human settlements.

  • A first-level university degree in combination of two years professional and academic qualifications may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management in the area of urban planning and climate change, or closely related area.

  • Of these years of experience, at least four involve work with one or more developing countries, in different regions.

  • Familiarity with UN policies, procedures and practices including those relevant to technical cooperation projects would be a strong advantage.

Languages

  • English and French are the working languages of the United Nations Secretariat.

  • For this post, fluency in written and oral English is required.

  • Working knowledge of other UN official languages is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
